Teachers' union ASTI has this evening advised its members to proceed with the implementation of the supervision/substitution scheme.

In a statement the union's Standing Committee said it was advising members to implement the scheme "on the basis of ASTI members' understanding of the scheme when they balloted".

It was feared that hundreds of secondary schools would open in the new year without supervision when talks between the Department of Education and ASTI broke down shortly before Christmas.

Some ASTI members had blamed the union's head office for not interpreting the supervision scheme, agreed with the Government, correctly, although this is denied by head office staff.

However this evening ASTI's Standing Committee said: "The difference in interpretation related to the issue of members being paid for being on call to provide supervision/substitution cover and to being paid for the actual delivery of supervision/substitution cover."

It said it has decided to direct members to implement the scheme in a manner consistent with the understanding of members of the scheme when they balloted.

"A directive will be issued to members early next week. The directive will set out the technical aspects of this decision," it added.
