The Minister for Finance, Mr Quinn, said he hopes to publish a Bill later this year which will modernise the operations of the Valuation Office.
Mr Quinn also said he is giving "serious consideration" to establishing an Interim Board to oversee the transition of the Ordnance Survey to independent status.
The Valuation Office is responsible for the valuation of commercial properties for the purposes of rate collection by the local authorities.
It also provides a service regarding, real property values to government department involved in purchasing, selling or leasing properties.
The office, which operates - under legislation much of which dates from the 1950s, is currently in the process of putting its records on computer.
Mr Quinn said the creation of an independent Ordnance "Survey could strengthen the commercial focus of the office.
