The inquiry into the involvment by former British home secretary Mr David Blunkett into a visa application for his ex-lover's nanny has found there was no deliberate cover-up over the application.

However, the former British treasury adviser appointed to head the inquiry said today he had established "a chain of events" linking Mr Blunkett to the speeding up of the application process.

The application was processed in 52 days - 120 days quicker than average.

Sir Alan Budd described that estimated difference as "the effect of the intervention" by Mr Blunkett's office.

But he added: "I have not been able to determine whether Mr Blunkett gave any instructions in relation to the case and, if so, what they were."
