The British-Irish Inter-Parliamentary Body, comprising backbenchers from the Oireachtas and Westminster, holds its 20th plenary conference and 10th anniversary celebration in London on Monday and Tuesday. The great uncertainty about the North has meant a delay in formulating a political motion. As the conference programme went to press at the end of this week the dilemma of whether they should be applauding progress, deploring developments or encouraging further efforts, remained. The main event will be the address to the 50-strong Body by Peter Mandelson in Westminster Hall on Monday morning when the Northern Secretary will outline the current situation, whatever that may be. That night, Valentine's no less, Mandelson will host a dinner at Lancaster House.
