THE Taoiseach, Mr Bruton, has called on the InterGovernmental Conference to set up a common European research and analysis secretariat on foreign policy.

At the end of the European People's Party council in Dublin Castle yesterday he said the secretariat should involve a number of experts with the on task of analysing foreign issues.

Rather than the current system, where the Irish analysis will be the first presented to EU members during the Irish presidency, he envisaged a common analysis which could be available, irrespective of who was in the presidency.
