Senior gardaí are expected to urge their colleagues at the Association of Garda Sergeants and Inspectors (AGSI) annual conference to support measures they say will combat serious crime.
Tánaiste and Justice Minister Michael McDowell will address the senior officers ahead of pleas for increased action to deal with the country's violent drug gangs.
Gardaí from Dublin Metropolitan Region's south central division - which includes the National Bureau of Criminal Investigation - are hoping to secure a series of measures including the immediate installation of a system which would block the use of mobile phones in the state's jails.
In one motion to be debated at the conference, they confirm criminals are "currently using mobile phones to direct serious crime, including murders, in light of recent gangland killings."
In a further nod to the gravity of the fight they are facing, senior officers will urge the establishment of a civic forum to help find solutions to the increase of violence in Ireland.
Minister McDowell has already conceded that gangland activity is posing the biggest threat to state security in decades.
He has defended proposed changes to the law aimed at tackling gun crime despite concerns from 140 barristers, human rights groups and opposition politicians.
