A legal challenge to the early release of Shankill bomber Sean Kelly may reach the House of Lords. Kelly (26) is due out in July under the terms of the Belfast Agreement.

However, lawyers for Ms Michelle Williamson, whose parents were killed with seven others in the 1993 explosion, are making a last attempt to stop him being freed.

Ms Williamson has lost two court actions aimed at stopping the early release of IRA prisoners, claiming the organisation breached its ceasefire last year. She cited the murder of Charles Bennett and the attempted smuggling of guns from the US.

Her solicitor, Mr Nick Harvey, confirmed a petition had been sent to the House of Lords seeking leave to appeal against the dismissal of an application for judicial review of Ms Mo Mowlam's decision that the IRA's ceasefire was "complete and unequivocal".
