The children's charity Barnardos has called for a sex offenders' register to be established.
The organisation said it should be co-ordinated by the Garda and access should be confined to the probation and welfare service and regional health boards.
It said those convicted of "designated sex offences" should be placed on the register after completing their sentence.
Barnardos said offenders should be on the register initially for a year and after that a sex-offender registration board should be established to decide if an individual should remain on the register.
If considered necessary, the Garda would be able to apply to the registration board for permission to share details of individuals on the register with organisations such as schools, youth clubs and community centres.
The organisation has submitted it proposals to the Department of Justice, Equality and Law Reform, which is completing legislation on a sex-offenders' register.
