Cheques made payable to Fianna Fail from the Irish Permanent, totalling £140,000, were never received by party headquarters, the tribunal heard.

Instead the three cheques were lodged in Mr Haughey's party leader's allowance account with AIB in Baggot Street, Dublin.

The former managing director of the Irish Permanent, Dr Edmund Farrell, said the money was for the Fianna Fail party, not for Mr Haughey. When he was signing the cheques on behalf of the company he knew nothing about the party leader's allowance account.

As part of his opening statement Mr John Coughlan SC, for the tribunal, dealt with two Irish Permanent cheques totalling £100,000 from 1986 and a £40,000 Irish Permanent cheque lodged in 1991.

He said the first of these, for £50,000, was dated March 19th, 1986, and made payable to "Fianna Fail". It was signed by Dr Farrell and Mr J.G. Treacey, a director.

It was endorsed on the back with the words "Fianna Fail - Charles Haughey".

The second payment was of another £50,000 cheque, dated October 17th, which was signed by Dr Farrell and Mr Treacey. It was endorsed on the reverse side as "For Fianna Fail - C.J. Haughey".

The notation on the cheque stub read: "Fianna Fail sub, 17th of October 1986, £50,000."

"Apart from the cheque stub and the company's cheque analysis book, there would appear to be no other records retained by the Irish Permanent Building Society of either of these payments," said Mr Coughlan.

He said Dr Farrell and Mr Treacey confirmed to the tribunal the cheques bore their signatures, but they could not recall the details of how they were approached for a donation to Fianna Fail.

He said the tribunal sought the assistance of Fianna Fail, and its head office said it did not issue any appeal for funds in 1986. It added it had no information about the cheques and had no record of receiving them.

"It may not be surprising that there was no appeal for funds from Fianna Fail in that there was no election in that year," said Mr Coughlan.

He then referred to the cheque for £40,000 dated August 16th, 1991, again made payable to Fianna Fail. Dr Farrell and another director, Mr Roy Douglas, signed this cheque.

The cheque was endorsed as follows: "C.J. Haughey".

Dr Farrell said according to an Irish Permanent report this payment was a contribution to local election funds.

He said in that year payments were also made to the Labour Party and the Progressive Democrats. Mr Sean Fleming TD, on behalf of Fianna Fail, said there was no record of the party receiving this money.

Dr Farrell said the letters from Fianna Fail tended to "identify objectives".

The tribunal is not sitting today but will resume tomorrow.
