TEN years was too low for the age of criminal responsibility, Ms Kathleen Lynch (DL, Cork North Central) said during the resumed debate on the Children's Bill.
She suggested that instead of simply raising the age limit, two new categories be introduced: under 11 years, where no responsibility can attach, and 11 and 12 years, where criminal responsibility can attach but is rebuttable.
