THE Civil and Public Service, Union (CPSU) is to ban overtime working in protest at the Government's embargo on civil service recruitment and promotion.

The 10,000 member union is also refusing to co operate on new technology, new schemes and initiatives, amendments to existing schemes, reorganisation of work and organisational change in general.

It also warned that members will not carry the workloads of staff who leave without being replaced and will not cooperate with reorganising work in such cases.

Under the Government's embargo, only one out of every three vacancies can be filled, says the union. This will mean longer queues and waiting times and slower processing of claims for grants and social welfare payments. The staff involved in the dispute are mainly female, low paid clerical assistants and officers.
