Northern India's spell of very cold weather has killed 80 people in the past two weeks in the country's most populous state on the edge of the Himalayas.
"Most of the cold wave victims are poor pavement dwellers without enough resources to keep themselves safe from the vagaries of the weather," a state government spokesman said in Lucknow, capital of Uttar Pradesh state.
The state government has begun handing out blankets to the poor and lighting bonfires alongside roads. Schools have been closed for younger students.
