The decision was the first major decision made by the Northern Ireland Parades Commission since the appointment to the body in November of two Orangemen.

The Portadown District had asked for permission to parade the Garvaghy Road on Sunday week. They have been banned from the route since July 1997 because of fierce opposition by nationalist residents and violent clashes.

Commission chairman Roger Poole said: "We believe that a parade along the Garvaghy Road may serve to destabilise the situation."

But he added: "We are convinced there is scope for the development of trust and understanding that will lead to a resolution of the problems surrounding contentious parades in Portadown."

David Jones, a leading Portadown Orangemen who had talks with the Commission in his role as an independent Craigavon councillor, said he was disappointed but not surprised by the ruling.

He said: "We are looking towards developing trust to achieve a just and lasting solution, not a quick fix. We've been disappointed before."
