The following are the main findings of the report.
- The voting machines are of good quality and design and based on voting systems that have been used reliably elsewhere. "Subject to some minor security and usability enhancements, followed by extended and rigorous testing once they have been so modified, the voting machine and related components can be confidently recommended for use."
- The Election Management Software "is not of sufficient quality to enable its use to be confidently recommended" and that alternative software could be developed.
- Further independent rigorous testing is needed before the system should be approved for use in Ireland.
- The paper system is moderately superior overall to the chosen electronic system as currently proposed, although the chosen system has the potential to deliver greater accuracy and similar secrecy if the commission's recommendations are followed.
