A decision on the blood substitution controversy during the Leinster SFC encounter between Offaly and Kildare last weekend will be reached when the GAA Central Council meet tomorrow.
The issue has been put on the agenda after the Leinster Council met last Monday in an attempt to resolve the issue but failed to reach a satisfactory conclusion and therefore referred the matter to Central Council.
The decision surrounds Rule 113 (b) regarding the use of a temporary substitution if a player on the pitch is bleeding.
On this occasion concern centres on the replacement of full forward Pascal Kellaghan by James Coughlan under the blood substitution rule after 15 minutes of the game at Croke Park, which Offaly went on to win by three points.
At half-time Kellaghan reappeared instead of Trevor Phelan. Offaly made two further replacements in the second half to bring their total to six.
