Washington - The US Supreme Court yesterday gave President Bill Clinton a key victory by rejecting independent counsel Mr Kenneth Starr's request for a fast ruling on whether White House lawyers and Secret Service guards must testify in the Ms Monica Lewinsky sex-and-perjury investigation.
