A US man, named on the country's 15 most wanted list and wanted in the US over a fatal car crash, was remanded in custody today pending an extradition hearing.

Frederick David Russell, who has been on the run for four years, was refused bail at a special sitting of the High Court at Cloverhill, Dublin.

Miss Justice Elizabeth Dunne said assurances given by the 27-year-old's girlfriend, Hazel McNaboe, and a Co Meath businessman were not enough to guarantee Mr Russell would attend court in the future.

Mr Russell had evaded authorities on both sides of the Atlantic since fleeing from the US after he was charged over a fatal pile-up in Washington State on June 4th, 2001.

He had been charged in connection with the high-speed crash, which occurred on the Moscow-Pullman Highway, in which three students were killed.

Brandon Clements (22) of Wapato, 21-year-old Stacey Morrow, of Milton, and Ryan Sorenson (21) of Westport, all died in the accident.

Three other passengers in the same car were seriously injured. Mr Russell was arrested by gardai while working as a security man in a clothes store in Dublin city centre last month.

Using the alias David Carroll for the last six months, Mr Russell had not come to the attention of gardai or immigration authorities.

The US Marshals' Service had received a tip-off about Mr Russell last January, after his name was put on the 15 most wanted list.

Gardai waited more than nine months to make the arrest following an extradition request from US authorities.

Arresting officer, Sergeant Anthony Linehan, told the court that Mr Russell had managed to stay under the radar of authorities for four years. "He has been here for four years.

During that time he has had no interaction with any state agency as far as we can work out," the sergeant said. "He has lived in this country under the radar, so to speak. We had no idea he was in this jurisdiction.

"I'm of the belief that, if granted bail, he would not turn up. He has already left the US. He has left his family and friends and I believe the only reason he left was to evade justice and I have no reason to believe that he will stay here to face justice."

Prosecutors in America have alleged that Russell was driving a Chevrolet SUV that was in collision with three other cars.

He was facing three counts of vehicular homicide and three counts of vehicular assault when he disappeared.

It has also been alleged by American prosecutors that he was under the influence of alcohol.
