The issue of exploitation of agency workers will be debated in the Dáil today and tomorrow.

A joint private members' motion has been tabled by Labour and Sinn Féin. The parties are calling for equal pay and conditions for all workers and are concerned at the exploitation of workers for agencies, many of who are migrants.

Siptu General President Jack O'Connor will lead a group of trade union activists and agency workers outside the Dáil at 5.30pm to lobby for legislation on the issue.

The Dáil is set to start debating the motion at 7pm.

"Against the background of a downturn in the economy, there is a particular obligation on us all to ensure that there are adequate measures in place to prevent the exploitation of low paid and vulnerable workers, especially those employed through agencies," Labour's spokesman on enterprise, trade and employment, Willie Penrose, said.

"Temporary staff employed through agencies are particularly open to exploitation, as they generally have little or no job security, access to sick pay and pensions or other non-pay benefits."

Sinn Féin's Arthur Morgan said the Government's failure to introduce legislation on the issue "is having serious repercussions for workers in all sectors".

"Worryingly increasing numbers of jobs are being filled by agency workers. In particular this phenomenon is undermining pay rates in the construction and services sectors.
