Flood waters receded but the death toll rose today, a day after the remains of Tropical Storm Allison swamped Houston with nearly 3 feet of rain.
Officials said at least 13 people died in the storm that came ashore from the Gulf of Mexico on Tuesday and caused massive flooding in southeastern Texas and Louisiana.
US Forecasters watched warily after what was left of Allison, a slowly spinning low pressure system, slipped back into the Gulf's warm waters, where it could regain strength.
Intermittent showers fell today, but Houston Mayor Lee Brown warned the waterlogged city could not stand more heavy rain. He estimated more than $1 billion in damage had been done.
