Second-half goals from Avi Nimni and Pini Balili had given the Israelis a deserved 2-0 lead before Sergei Semak pulled one back for the home side with four minutes remaining.
But it was too little too late to save the Russians and a painful home defeat, coupled with another disappointing performance, is certain to lead to further criticism of Gazzayev.
The Russians were without captain Alexei Smertin, who is reported to be in London to discuss a possible transfer with Chelsea.
The Republic of Ireland host Russia at Lansdowne Road on September 6th in a crucial European Championship qualifer.
