THE Disability Federation of Ireland has called for the inclusion of a non discrimination clause in the European Treaty Review to be discussed at the forthcoming Inter Governmental Conference.

Such a clause would allow disabled people to take a case to the European Court of Human Rights if they felt they had suffered discrimination, said Mr Eamonn Martin, the DEI chairman.

The federation is holding its annual general meeting in Galway this weekend. In his address today, Mr Martin will accuse the Government of delays in its policy on disability, saying the Department of Health's review of services to the disabled began in 1992 but was not yet published.

He said the report of the Commission on Disability had also to be published. In 1990, the then Minister for Social Welfare, Dr Michael Woods, promised a White Paper which would have had wide ranging implications for people with disabilities. There was still no sign of this.

He said the Employment, Equality Bill and the Equal StatusBill, promised by the present Minister for Equality and Law Reform, Mr Taylor, have also to be published.
