Peadar Carton's successful appeal against an eight week ban will now be referred to the Dispute's Resolution Authority.
The Dublin hurler's appeal to the Central Appeals Committee (CAC) against an eight-week ban was upheld on a technicality.
The Central Hearings Committee (CHC) originally suspended Carton for eight weeks following an incident with Tipperary's Paul Curran in the All-Ireland senior qualifier on July 7th.
The suspension would have ruled him out of Sunday's All-Ireland under-21 final.
But the CAC subsequently sent the case back to the hearings committee, citing procedural irregularities.
Last week the CHC reheard the case and upheld the suspension, thereby ruling Carton out of Sunday's final against Galway.
This week the Dublin board again appealed to the CAC. The CAC upheld the appeal on the grounds the CHC were not allowed hear a case twice.
Today the GAA stated that because of concerns regarding the validity of the decision, its central Council has decided to refer the matter to the DRA.
Arrangements are being made for the DRA to meet as soon as possible. Carton would be free to play in Sunday's All-Ireland under-21 final against Galway if the case is heard and he is successful.
Meanwhile, New York has been selected as the venue for this year's All Stars tour.
The annual exhibition game involving the All Star Hurlers of 2006 and 2007 will take place under the new floodlights at Gaelic Park on December 1st.
This year's Vodafone All Star Hurling Selection will be announced on October 17th, with the Football Selection to be announced live on RTE at the All Stars banquet on October 19th.
