Tallinn - Mr Arnold Ruutel was for the second time elected President of the Baltic state of Estonia yesterday, the election committee deputy chairman, Mr Hannes Kiris, announced.
Mr Ruutel (73), a former communist who led the country to independence following the break-up of the Soviet Union, was president from 1991 to 1992. He won a majority of 186 out of 364 votes in a special electoral assembly.
