Fianna Fáil today vowed to shorten travel time for commuters, improve safety on public transport and reduce traffic congestion.
Publishing the party's transport policy, Next Steps Forward: Developing Transport,the party said it would expand Luas services in Dublin to the Docklands area, to Citywest and to Cherrywood in south Co Dublin.
Plans were also outlined to join the two existing Luas lines in Dublin city, and Luas feasibility studies will be carried out in Cork, Waterford, Galway and Limerick.
Other Fianna Fáil promises include the completion of the Western Rail Corridor - which will see the phased reopening and development of rail lines between Ennis and Sligo - and a Cork to Midleton rail service.
Dublin airport's second terminal will be completed and there will be an increased emphasis on transatlantic flights form Shannon, the party claimed.
Minister for Transport Martin Cullen said: "The development of a high quality route network carries significant benefits for our competitiveness, balanced regional development and the safety of our roads."
The Government's Transport 21 strategy will also see the completion of motorways across the State and the Atlantic Road Corridor connecting Letterkenny and Waterford via Sligo, Galway, Limerick and Cork, Mr Cullen added.
But Fine Gael's Olivia Mitchell rubbished the Minister for Transport's announcement saying that the transport plan was already €12 billion over budget and four years behind schedule. In a statement issued this afternoon Ms Mitchell said that both the roads programme under the National Development Plan, and the Port Tunnel, had been massively over budget, costing €18 billion and €752 million respectively.
"Minister Cullen has added to the misery of thousands of commuters and travellers who face a daily slog into work," said Ms Shorthall. "In the last ten years Dublin and Ireland have ground to a halt. Average speed in Dublin has crawled down to 14kph, slower than a donkey and cart."
"Martin Cullen is one of the biggest wasters of taxpayers' money in the current Government, as well as the most ineffective. His new plan makes for nice reading but there is little chance of any of its proposals being completed by this Minister," she added.
