FINE GAEL Cork East TD David Stanton criticised the long Dáil recesses during exchanges with Government chief whip Tom Kitt.
Mr Stanton said one the most important functions of the House was to oversee the work the Government and how the Executive performed and to debate it.
He said constituents were disenfranchised when deputies from all sides were unable to put down parliamentary questions during the recess.
"Does he [Mr Kitt] agree something needs to be done with regard to the many agencies that have been established, in particular since this Government took office, which are unaccountable through the parliamentary system, in particular the parliamentary questions system?" asked Mr Stanton.
Mr Kitt said he was open to considering the issue of parliamentary questions.
"The issue of questions to agencies such as the National Roads Authority and the Health Service Executive has been raised by many of the deputy's colleagues and deputies from other parties.
"There are valid concerns among all parliamentarians with regard to access to speedy replies from those agencies."
