The Irish language organisation Gael-Linn has proposed that clear criteria be laid down by which to assess Gaeltacht boundaries. The possibility of allowing for more than one kind of Gaeltacht status should be studied, according to the organisation which will publish a document entitled A Policy for the Gaeltacht today.

The document recommends the establishment of two new bodies: a Gaeltacht Planning Authority and a Gaeltacht Arts Institute. The proposed Planning Authority would be responsible for monitoring and assessing development plans by local authorities within Gaeltacht regions, the effects on the Irish language and to ensure the use of Irish on public notices and signage.

The Gaeltacht Arts Institute would be responsible for preserving, encouraging and developing traditional art forms, such as sean-nos singing, by working within schools and with youth organisations to provide access for young people. Other areas addressed in the report include education, summer colleges, grant schemes for Gaeltacht households and employment.
