German firms who employed forced labourers under the Nazis, including Volkswagen and Siemens, agreed last July to pay DM5 billion (£2 billion) into a compensation fund, an amount that would be matched by the German federal government. But four months on, the fund is still almost DM 2 billion short of the amount private industry agreed to contribute.
