Foreign minister Mr Joschka Fischer today revealed he had presented the plans to US Secretary of State Colin Powell last night though he declinmed to comment on their detail. He said he did not want to discuss diplomatic issues through the media.

Germany and France had been to make specific proposals on the rebuilding of Iraq as part of a the US's process of drafting a UN resolution seeking international assistance in the Gulf state.

France and Germany - strong opponents of the war on Iraq - on Thursday objected to a US draft resolution, saying the proposals did not yield enough responsibility to Iraqis or to the United Nations.

The United States faces mounting losses among its forces and rising costs in Iraq and is trying to encourage other countries to contribute troops and money.

Chancellor Gerhard Schroeder said Germany was willing to help reconstruction efforts in Iraq but again ruled out any deployment of German forces. He said he could foresee a role in training local police and soldiers.
