The Minister for the Environment has been asked by a local councillor to appoint an independent adjudicator to examine the proposals for Vega City, a €7 billion theme park planned for a site near Lusk, Co Dublin.

The €7 billion proposals were rejected on Monday evening by Fingal county councillors after planning officials advised that the proposals were unrealistic. The consortium behind the proposals had also refused to reveal the financial backers who were willing to invest the €7 billion in the park.

An overwhelming majority of councillors - 19 to one - accepted advice from planning officials that the plans were unacceptable.

The county manager, Mr Willie Soffe, said the plans lacked detail and credibility - they were unsustainable for the area and violated existing planning guidelines.

Yesterday, Mr Jon Rainey, vice-chairman of Fingal County Council and the only one to vote against the motion rejecting the proposals, wrote to Mr Cullen and his colleague in the Department of Transport, Mr Rowley, asking them to appoint an independent adjudicator. The independent councillor said that because of the wording of the motion at Monday evening's meeting, "some members had difficulty in supporting its progression".

However, a spokesman for the Minister for the Environment said Mr Cullen would not be acceding to Mr Rainey's request.

"Planning is an executive function exercised by local authorities," he said.
