The judge said at Newbridge District Court that women were getting drunk, "acting like alley cats" and "fighting like savages".

Yesterday, in response to remarks by Opposition TDs, Ms Harney said: "I share the concerns expressed by deputies. The remarks are totally unacceptable.

"The judicial committee, which published its report on January 25th, recommended that a judicial council be established on a statutory basis to deal with matters related to the conduct of judges.

"Legislation will be forthcoming in this area when the Minister for Justice, Equality and Law Reform has had a chance to consider all the recommendations."

Mr Joe Higgins (Socialist Party, Dublin West) said many women and children were subject to violence in their homes from abusive men. "It is a perverse fact that the abuser believes he is being provoked and is, therefore, justified," he said.
