LONDON - The British Home Secretary, Mr Michael Howard, last night announced what was characterised as a major U-turn over legislation governing police powers to "bug and burgle".
He conceded that "intrusive surveillance" by police of homes, offices, hotel bedrooms, and in respect of doctors, lawyers and journalists will need prior approval by a government-appointed commissioner, except in emergencies.
Mr Howard announced in a Commons written reply last night that he plans to table the necessary amendments to the Police Bill.
