Calls for an independent inquiry into all the circumstances surrounding the Garda handling of an anti-capitalist rally in Dublin earlier this month were yesterday supported by the Irish Human Rights Commission.
The commission, in a statement, expressed its concern about the reported degree of force used by members of the Garda during the "reclaim the streets" parade on May 6th.
It also called for the setting up of an independent system to investigate complaints against members of the Garda. "The commission considers that early legislation to establish this safeguard for the public and the police is necessary," the statement said.
Gardaí used batons to disperse protesters at the end of the rally. More than 20 people were arrested, and the organisers said at least 14 people needed medical attention.
The Irish Human Rights Commission president, Mr Justice Donal Barrington, said members of the commission were "profoundly disturbed" at television footage of the event. He stressed "TV can lie" because it allowed one to "see the reaction rather than possible provocation" and this was why an independent inquiry was necessary. The quicker the inquiry began the better, he said.
"We do not feel it is satisfactory that the police should inquire into such a delicate matter themselves because they would not be seen to be independent," he added.
"I think there is a widespread acceptance that the Garda complaints system is not satisfactory and that there ought to be an inspector of police or an ombuds- man. I think most, and perhaps all, members of the commission would favour an ombudsman similar to Northern Ireland," he said.
Mr Justice Barrington said it was within the powers of the commission to conduct the investigation but it did not have the resources to do so.
The Labour Party and the Irish Council for Civil Liberties have already called for an independent inquiry into Garda actions during the rally.
The Minister for Justice, Mr O'Donoghue, has ordered a full report on the Garda's actions. An internal Garda inquiry is under way and one garda has been reassigned pending its outcome.
