A public inquiry begins today into the death of Patrick Shanaghan (31), who was shot. by the Ulster Freedom Fighters in August, 1991.
Mr Shanaghan was ambushed near Castlederg, Co Tyrone, as he drove a Department of Environment van. At the time of his death, the UFF claimed he was a member of the IRA, an allegation his family denied.
Sinn Fein claimed that he had been constantly harassed by the security forces. The party also claimed the RUC told Mr Shanaghan two months before his death that they would pass his name on to loyalist paramilitaries.
Three US lawyers, including a retired federal judge, Mr Andrew Sommers, will conduct the hearing, which is expected to last three days at the Aughyaran GAA club in Co Tyrone. Mr Sommers was involved in the public inquiry into the death of Fergal Caraher (20) at a British army checkpoint in south Armagh in 1990.
