New York - A divided United Nations' Security Council yesterday threatened Iraq with new travel sanctions after the US and Britain failed to obtain an immediate implementation of the curbs.

The vote was 10 to 0 with five abstentions (France, Russia, China, Egypt and Kenya) on a resolution spelling out measures to prevent travel abroad by Iraqi officials responsible for blocking UN weapons inspection teams.

It calls for a list of Iraqis who have blocked UN inspections and threatens to ban them from travel abroad as soon as another incident with the inspectors is reported. But the council would have to take another vote before any action is taken.
