Palestinian President Mahmoud Abbas has accused Israel of undermining peace efforts by dragging its feet over promises to free prisoners and pull back from West Bank cities.

Addressing the Palestinian parliament today, Mr Abbas voiced his toughest criticism of Israel since agreeing a ceasefire with Prime Minister Ariel Sharon a month ago. Israel froze peace moves after a Palestinian suicide bombing on February 25th.

Mr Abbas made his comments just hours before he was due to meet Israeli Defence Minister Shaul Mofaz to resume talks for handing over five West Bank towns to Palestinian control.

"The Israeli delay in implementing the commitments constitutes a threat to what we have succeeded in achieving and gives excuses to those who are plotting to sabotage the entire peace process," Mr Abbas told legislators.

Israel has demanded he dismantle militant groups instead of attempting to coax them into halting attacks.

Mr Abbas's comments have been perceived as constituting a message of frustration addressed at the international community, which backed him at last week's London conference.

Hopes for Middle East peace have risen since Mr Abbas, elected on a platform of non-violence, replaced the late Yasser Arafat.

However, Israel suspended a planned handover of cities and prisoner releases after a bombing killed five people in Tel Aviv.
