Senator Edward Kennedy has again called for the full implementation of the Patten report proposals for the reform of the RUC and said decommissioning by the IRA and loyalists is essential to the success of the Belfast Agreement, writes Frank Millar, London Editor.
Senator Kennedy delivered the first John Smith memorial lecture in honour of the former leader of the British Labour Party. He told the audience at London's Banqueting House that the Patten proposals offered "an historic opportunity" to reform the police.
