London - Britain's Labour government published highly complex legislation yesterday which could ban hunting with dogs but is more likely to lead to a deadlock between the two houses of parliament.

Announcing a so-called Options Bill with three choices - to ban hunting altogether, to introduce a hunt licensing system, or to operate a voluntary system of self-regulation - government ministers were keen to stress their neutrality. "This is not a party issue," said Home Secretary Mr Jack Straw.
