Islam Qila - The UN High Commissioner for Refugees, Mr Ruud Lubbers, arrived in western Afghanistan yesterday to assess a deepening humanitarian crisis caused by hundreds of thousands of people fleeing drought and conflict.
Mr Lubbers, a former Dutch prime minister, drove from Iran into the Afghan border town of Islam Qila, 123km west of Herat, to start a four-day tour of a country gripped by the worst drought in 30 years.
