The Macedonian parliament has postponed a crucial debate on ratifying a NATO-backed peace plan, saying it could not proceed until ethnic Albanian guerrillas stopped terrorising civilians.

The parliament speaker Stojan Andov told a news conference the debate could not continue while terrorists continued to harass and block (Macedonian) refugees trying to return to their homes.

Parliament was due to have resumed debate this morning after yesterday’s opening session during which President Boris Trajkovski appealed for ratification of the Western-sponsored plan as the only alternative to catastrophic civil war.
