One in two Department offices and Garda stations were not wheelchair accessible, according to the Office of Public Works.
The OPW plans to make all its buildings accessible to people with disabilities, but said yesterday it was a slow process.
Mr Jack Brennan, the OPW access programme co-ordinator, said it was working to upgrade all its buildings.
He said the ideal scenario was to get in at the design stage, or before a lease was signed. Buildings could be made more accessible during refurbishment work but in many cases the OPW was trying to work around staff in existing buildings.
To encourage people to provide more accessible offices and buildings, the OPW opened its Design For All exhibition in Dublin last night. It is being hosted by the Dublin City Disability Focus Group at the Civic Offices, Wood Quay.
