The European Commission has said mobile companies must do more to cut roaming charges or face regulation.
The EC cited a Eurobarometer survey that found 70 per cent mobile users support European intervention on this matter.
The commission has also updated its website, which shows roaming prices by network and country, and provides the full results of the survey, which it says show that mobile companies have again failed to comply with its requests.
"The overall price structure has not gone down, even if promises have gone up," said EU Information Society and Media Commissioner Viviane Reding.
In July, the European Commission unveiled plans to cap the wholesale and retail roaming charges levied by telecom operators in Europe, granting the industry a final six-month window in which to attempt self-regulation.
The proposals are going through the European Parliament.
"It is not acceptable that the burden of international mobile roaming continues to be shouldered by ordinary citizens who pay standard tariffs," Reding said.
