The Northern Secretary, Mr Paul Murphy, is today considering plans to put private inspectors into construction firms working on British government contracts to combat extortion by paramilitary groups.
The proposal was among recommendations in a report from the former head of the New York Organised Crime Task Force, Professor Ronald Goldstock, who spent two years drawing up the report.
Prof Goldstock made a series of visits to Northern Ireland, during which he had discussions with the police, tax authorities, other government agencies and community groups.
He said today his report was the final stage of his task and many of the suggestions he had made had already been implemented.
Prof Prof Goldstock signalled a crackdown to expose charities "that are used only as vehicles for moving money and putting it in the pockets of criminals".
He said there were a "whole host of approaches" under way which would make a difference on how crime operated in Northern Ireland.
