The Northern Ireland Office said it would respond vigorously to any court challenge to Dr Mowlam's ruling on the Provisional IRA ceasefire. A spokesman said the Northern Secretary had acted "properly and according to the law".

The North's First Minister, Mr David Trimble, said yesterday's High Court ruling was "the first step of what will be a fairly lengthy and complex process". DUP Assembly member Mr Ian Paisley jnr said: "Michelle Williamson is to be congratulated for her bravery and insistence on pursuing this matter."

He called for an end to the early release of paramilitary prisoners. "The victims of Northern Ireland have received nothing of the so-called peace dividend, while terrorists have received freedom," he said.

The British Conservative Party's spokesman, Mr Andrew Mackay, also welcomed the decision. "Michelle Williamson has campaigned very bravely and deserves the support of everyone who wants a lasting peace and justice."
