Earlier releases of paramilitary prisoners are not being considered at the moment, the Northern Ireland Office has said. A NIO spokesman said as the ceasefire held, other options became possible. Any changes in release on remission would require legislation. The NIO was watching the situation and was not taking any risks with security. The spokesman was responding last night to claims by Ulster Unionist councillor, Mr Jim Rodgers, that moves were under way to increase remission for paramilitary prisoners from a half to two-thirds of their sentences and that two battalions of troops were being withdrawn early next month.

"Major changes to the Royal Ulster Constabulary are being carefully looked at on the instructions of the Secretary of State, Dr Marjorie Mowlam," Mr Rodgers said, citing "well-placed government sources".
