A gay member of Cork County Council has proposed a bylaw on domestic partnership, to recognise a broad range of committed relationships and a legislative framework for Cork County Council's policy on health and housing.

Mr Peter Kelly of the Progressive Democrats told the council last night that the bylaw would recognise unmarried heterosexual couples, lesbian and gay couples, people with disabilities, senior citizens and their carers, and persons who share a common residence.

The meeting agreed that clarification should be sought from the Department of Justice.
