Former Fine Gael leader, Mr Michael Noonan, is widely expected to return to his party's front bench tomorrow as part of a reshuffle designed to give the party greater political impact.

Mr Noonan is expected to be given a senior policy portfolio while new recruit, former independent deputy, Dr Liam Twomey, is also expected to be given a role.

Although health is an obvious job for the Wexford TD, the current spokeswoman Ms Olivia Mitchell TD is well regarded within the party and would be likely to be given another important area if she is moved.

This will be the first reshuffle carried out by the party leader, Mr Enda Kenny, since his election as leader over two years ago.

It comes during a good period for the party, after the local and European elections in June showed significant improvement on the poor 2002 general election result.

The European election victories of Mr Gay Mitchell (Foreign Affairs) and Mr Simon Coveney (Communications, Marine and Natural Resources) has created two senior vacancies on the front bench. While both men remain TDs, they have said they will relinquish their front bench responsibilities.

Former taoiseach Mr John Bruton's departure to be EU representative in Washington will also create a vacancy on the front bench, of which he was a member without portfolio.

Mr Kenny yesterday announced the party's directors of elections for the two forthcoming by-elections, with Senator Brian Hayes taking charge of the campaign in Kildare North, and Mr Tom Hayes TD in Meath.

Mr Kenny said yesterday he was confident the party would win the Kildare North by-election. He also promised "an excellent performance" in Meath.
