International observers have endorsed President Hugo Chavez's victory despite opposition claims of fraud.

Following confirmation of his victory Mr Chavez offered to open a dialogue with his opponents, who claimed the result was a "gigantic fraud" and have called for a manual recount.

"We will not rest until we have proved that the will of the Venezuelan people was ignored," said Mr Enrique Mendoza of the opposition Democratic Co-ordinator coalition, adding that the referendum should be repeated.

Former US president Jimmy Carter, who led the observers' mission, said its checks matched results from the National Electoral Council, which gave Mr Chavez 58 per cent of the vote in Sunday's recall election.
