Some of the State's most prominent business figures have emerged as the landlords of buildings leased by the Government.

Some of the State's most prominent business figures have emerged as the landlords of buildings leased by the Government.

The annual rents for the entire portfolio of properties leased by the Office of Public Works cost about €100 million.

Landlords include the former AIB chairman, Mr Lochlainn Quinn; the beef magnate Mr Larry Goodman; property developers such as Mr John Byrne and Mr Liam Carroll; the supermarket owner Senator Feargal Quinn; the transport firm owner Mr Harry Crosbie; and the McCann family, which runs the Fyffes fruit importation group.

Their names or the names of land-owning companies linked to them were disclosed by the Minister of State for Finance, Mr Tom Parlon, in a written response to a parliamentary question from the Fine Gael TD Mr Bernard Allen.

The 40-page record lists every individual property in the State leased by the Department of Finance. In addition to Bank of Ireland, AIB and other banks, the list of landlords also includes companies such as Ryanair and Smurfit Ireland.

Other landlords include the Knights of St Columbanus, the Catholic lay group.

The Knights receive annual rents of €711,322 for their building at Ely Place, central Dublin, under a 20-year lease agreed in March 1998.

The list says that Mr Lochlainn Quinn, brother of the former Labour leader, Mr Ruairí Quinn, is owner of 85-93 Lower Mount Street. The annual rent Mr Quinn receives is €1.73 million under the terms of a 35-year lease agreed in February 1981.

Another major landlord is the Co Louth-based firm, Reverie Ltd, of which Mr Larry Goodman is a director. The company receives annual rents of €3.22 million under five 35-year leases agreed in 1976-1978 and a 16-year lease agreed in 1995 for the use of the Setanta Centre building in Nassau Street, Dublin.

Halfpipe Ltd, of which Mr Goodman is also director, receives annual rents of €1.19 million for the lease of 4-5 Harcourt Road under a 35-year lease agreed in 1980.

Companies linked to Mr John Byrne, a significant client of Ansbacher (Cayman) Ltd who was named in the report of the High Court inspectorate, receive €5.55 million in rents from four central Dublin properties owned by Carlisle Trust, Alstead Securities and Dublin City Estates.

Corporate entities linked to the apartment developer, Mr Liam Carroll, receive €4.21 million. Mr Carroll's vehicle, Danninger Ltd, receives €3.52 million from the State for the lease of five properties in central Dublin.

Alexion Management, of which Mr Carroll is a director, receives €689,321 in rents for the use of 89-94 Capel Street.

Superquinn, the supermarket chain controlled by Senator Quinn, receives annual rents of €678,500 from the State for the lease of Trident House, Blackrock, Co Dublin. The 25-year lease has been in place since May 1992.

Mr Crosbie's firm, Henry A. Crosbie Ltd, receives annual rents of €224,743 from the State for the lease of a Dublin 3 warehouse which has been in place since January 1989.

Members of the McCann family - including the Fyffes chairman, Mr Carl McCann, and former chairman, Mr Neil McCann - are directors of Chania Ltd, a company which receives €796,760 for the lease of 73-83 South Great George's Street under a 30-year lease agreed in 1975.

The airline Ryanair, in which the family of Dr Tony Ryan retain major shareholdings, receives annual rents of €260,405 for the lease of Phoenix House on Conyngham Road under a 25-year contract agreed in 1999.

Smurfit Ireland Ltd receives €711,724 in annual rents for the lease of 94 St Stephen's Green. The lease for four years and nine months was agreed last July.

The solicitor Mr Donal Spring, brother of the former Labour leader, Mr Dick Spring, receives €28,569 in annual rents for a building in Tralee, Co Kerry, which houses the Tralee Education Office. The lease for nine years and 11 months was agreed in February 2001.

Low-profile property owners include Mr Tom Jones and Ms Deirdre Jones of Donnybrook, Dublin, who receive annual rents of €1.63 million for the lease of a property at Grand Canal Street, Dublin. The 33-year lease was agreed in 1973.

Mr Damien Tansey of Wine Street, Sligo, receives annual rents of €955,519 on leases on Apollo House at Tara Street, Dublin. Two leases in 1970 were for 42 years. A lease in 1996 was for 15 years.

Mr Austin Kelly of Castleknock, Co Dublin, receives annual rents of €698,355 for the lease of 2-3 Parnell Street, Dublin.

Mr Dave Walsh, of Ballsbridge, Dublin, receives €201,190 for the lease of 77 Upper Gardiner Street.
