A Palestinian teenager was killed and another injured tonight when Israeli soldiers fired in the village of Hizmeh, north of Jerusalem in the West Bank, medical sources said.

Mr Ahmed Abu Helu, (17), was shot in the head and another Palestinian of the same age was seriously injured, said doctors at a Ramallah hospital.

The doctors said Palestinian witnesses told them no clashes were going on when the Israelis fired.

Earlier today a gunman shot dead a Jewish settler in the West Bank and Palestinians marked the death of their most senior official for Jerusalem by vowing to press on with their struggle for an independent state.

The 63-year-old settler died of head wounds after being shot driving along a road near the town of Tulkarm hours after Israeli and Palestinian security officials failed at their second meeting in two days to staunch eight months of bloodshed.

After the talks Israeli Prime Minister Mr Ariel Sharon and US Secretary of State Gen Colin Powell spoke by telephone and Mr Sharon urged Washington to increase pressure on Palestinian President Yasser Arafat to stop the violence.

Palestinians mourned Mr Faisal Husseini (60) the official in charge of Jerusalem affairs with ministerial rank, who died during a visit to Kuwait. His visit had been a highly sensitive one, bitterly criticised by many Kuwaitis because of Palestinian support for Iraq during its occupation of Kuwait a decade ago.

Shops closed in Arab East Jerusalem and the Palestinian flag flew at half mast on some buildings. Black flags flew at others.

Mr Arafat said he would cut short a visit to Brussels because of the death which he said was a great loss.

A statement from Mr Arafat's Palestinian Authority paid tribute to Mr Husseini's work. Israel jailed him without trial in 1987 before a seven-year Palestinian revolt began.
