The award was made as part of the graduation ceremony for students at the University of Buckingham, where Lady Thatcher is chancellor.

Sir Bernard served at 10 Downing Street for 11 years.

Geri Halliwell (24), singer with the Spice Girls, had little "talent when she started singing, but was so determined she sought extra coaching at weekends.

Her voice coach, Pepi Lemer (52) said: Geri had really raw ambition. She didn't have the basic talent that I could work with easily and she really had to work at it."

Dragutin Velickovic, the dean of Belgrade university, resigned yesterday after more than three months of street protests by students.

The students had accused him of being pro-government and of restricting their right to free assembly and expression.

Velickovic had said he would step down if the students ended their boycott of classes and returned to college. Yesterday the boycott was partially lifted.
